James Cowen certifies that “in preparation for production of this model, three Hand Samples were built of each 1938 Packard Twelve Convertible Victoria to test part fit and identify details for final correction before full production commences.”

Hand Samples are rarely made available to the public. They are usually kept by the manufacturer because of their high cost to build and due to the fact that the final production model will be different. Getting your hands on a certified piece such as this is an extreme rarity and a prototype collectors dream.
